Do you suppose that's how the boxcar was loaded at the factory, or has some packing and dun age been removed for the photo ?

I believe that is how it was packed at the factory - why waste money on dunnage? Looking at the walls you can see where the rear axle is attached to blocks. I would guess the wheels have been un packed thus far and spread out for the photo...
