Scott that volume of oil is probably not going to be the felt seal per-se however, where the front left/right corners of the hogs head come to the corner of the rear of the block and the pan, that little pinky-sized corner can end up with little to no seal. Personally, I think they look like a pretty old version of early Kevlar oily cotton will burn, while kevlar will smoke and curl...don't inhale the fumes! Oil screw is exactly what it is quite old concept which I suspect was pretty lacking in performance when used with 600WT oil I wouldn't bother with it and simply invest the time and purchase of modern seals I seem to recall a time in the past that such devices were offered by some of the suppliers (?)

Tom be aware that old cotton linings shrink, and you don't want to purchase one of those unless you're creative with a set of rolls to moosh them back out, and two, don't even consider purchasing a set from the SE or MidWest where there is high humidity.
