Norman-Not sure if this might help or not, but when I attempt to place the hand brake lever in "neutral", I don't worry about leaving the lever exactly vertical; I always leave the lever all the way forward during storage, and then when getting ready to position the lever in "neutral", I very slowly...

I think tires that have Nylon casings make a huge difference. I would be tempted to use Nylon casing tires that are very old and are very weather-checked much more than I would be tempted to use old "non-Nylon" tires of the same old and weather-checked appearance. Every Model T should have a 25 amp fuse installed to protect electrical system. Carry several spare fuses, because when you think you've fixed the problem but second blown fuse says otherwise, you'll need another, and maybe another.......? .....'nuff said!

It does appear to maybe be some sort of steam engine or boiler appliance,...perhaps an injector?

Steve - After your "cool-down period", unless something else comes to mind, I would just loosen the hogshead bolts and see if that frees things up. You mentioned that the engine turned BEFORE you installed the pan and the hogshead. Hope this helps,.....harold

As an "aside" to this subject (for what it's worth) I think one of the most important advantages of wood band linings is that wood eliminates the lint that occurs with woven band linings!
