I have dealt with this easily before with two pieces of 3/8" fine thread all thread, put across between the top pair of front fender bolt holes. Tighten, loosen and keep checking dimensions. You don't have to remove the front spring either.

Back in the old days, standard over-sizes were 1/64" (.016") and 1/32" (.032") and they are still that for valve guides & stems. Hence the .015" and .031" oversize pistons. I use a lathe. Measure the axle opening, then the spindle, and that gives you the difference. Take it all off the bottom IF the bushings are not overly thick as some of the repos are. If not, split the difference to favor the lower one, leave about .008 clearance. A dial indicator will get you spot ...

Someone mentioned earlier that their 13 did not have a bead at the bottom of the rear panel, I looked at my 13 Canadian touring with an all original Fischer body, and it sure does! It still has the factory leather, so it hasn't been changed. Maybe its a Canada thing?
