I know it costs money but in CA it is better to use a third party vehicle verifier who will understand what the car is. I did that and had no issues when I went to the DMV.

The ground path is from the socket to the headlight bucket to the fender to the frame to the battery. Any dirty or loose connection with give you issues. You could also have a short in your wiring to the horn from the switch. Check for frayed or damaged wiring.
