Looking to help I searched the AACA site only to find your posting there. It looks like you know all the right places to search for parts. We had a parts car locally but I lost track of it 40 years ago. I'll ask some of the guys about it.

Picked up this wire wheel hubcap in south Minneapolis, not far from home.
National Wire Wheel Works also made accessory PASCO wire wheels for Chevy 490s and Model T Fords.

The "Cleveland" was a VERY high quality car. My understanding is it was made by the ex-employees of "Lozier" after "Lozier" bit the dust. That is, all the managers and engineers were the same people. "Clevelands" were on a plane with Packard and Pierce-Arrow. I have only ever seen a few. There was one for sale on E-Bay a few months ago. I don't know if it sold or not.
