I think there are some places around Sacramento, where you can only do very minor work on your car at home such as checking oil or adding coolant or charging a dead battery or maybe changing a flat tire. This would be a local ordinance, not just homeowners association.
I have a sister who lives in Arizona in a subdivision with a Homeowner's association. A neighbor's house burnt down, and to get permission to rebuild, they must use the same plans as the original house. It must match the other houses in the block!
Where I live, I can work as I wish. Our neighbors can do what they wish and we are all friendly. We have the best views in town. The more snooty neighborhoods with home owners association are across the highway and don't have nearly as good view and are even restricted to what breed horse they can have!

It made me think of photos I've seen of Greece (never been to Greece, just saw photos). And the weather! The hottest it got while I was there was 72 degrees and soft sun. The exit I took off Hwy 8 was Tavern Rd.

Should have come by. I only live about 2 1/2 miles from the Tavern Rd. exit.
The town got it's name because some early settlers thought it looked like the Alps in Europe. I was in Bavaria one summer on vacation and I can tell you our area in winter looks like the European Alps in summer! We have some snow on the higher peaks. Usually good weather here. Lodi can get a bit hot in summer but does get some bay breezes at times.

That worked. Boy I hope someone with political savvy can get ahold of this story and help the guy, and the other folks that the City of Sacramento has gone after. I'm out in the county, with acreage, but I would be "in a heap o' trouble" if such rules came here! Instead, I have to clear the land for fire safety, which can take some doing too.

I think the reasoning on this is that only a licensed mechanic should do the more complicated work on cars for safety reasons. However, not all shops are honest and actually do a good job. I had a Buick which had a transmission which would race up and then jump into gear feeling like it might break an axle or something. This was especially troubling in heavy stop and start traffic or when starting out on a hill when the engine would race up until it dropped into low gear. Took it to the dealership and paid a couple thousand. It didn't fix the problem. Then to a independent transmission shop same situation paid but no improvement. No more Buicks for me!

I myself don't do work on newer cars with all the chips and electronic parts. I did charge the battery on a 2020 Suburu but I took off the cables just in case a surge could cause a problem. The dead battery came about from leaving the lights on when parked.

But those politicians neeeeed your money... ALL OF IT!!! I live in Sac county, and there is NO shortage of tax dollars here, the crack house down the street from me just sold for $520K!! Yet noticeably below the average listing at $650K. The state needs your property to sell, and sell often, so they can constantly readjust your 2% property tax! That fella has been in there for 70 years and the city/state bean counters are loosing money on him every day! If they kick him out, the tax bill will adjust from his measly $1K per year, to probably $15K+. I’m sure the revenuers see the $573K fine as 70 years of “underpaid taxes”...

While I somewhat agree with your perspective... the “law” being referenced here was advertised as a crackdown on “neighborhood chop shops”. Apparently these “illegal”chop shops have been pouring oil down storm drains, and parking cars on streets. Basically, all the other laws were not being enforced, or were unenforceable, so they came up with a new “law” that allow them to combat blight in whatever form they decide in the moment. Don’t be fooled, this is not about blight... this is about revenue! If this was about blight, the city would send over a gardener!
I have heard countless stories about code enforcement officers climbing up fences and peeking under tarps. I’ve heard they even write tickets for the damage they cause to fences that they illegally climb! Isn’t califunny great...?!

Anyway, she became an instant social media pariah and incarnation of the devil.
Digging a little further the truth was not what the headlines made out. Under her state law (sorry can't remember where in the US) 'someone' had to be liable for compensation for her accident. The only 'someone' legally possible was her underage nephew who had to be legally sued so that his parent's insurance (worker comp?) would cover her medical costs - which were actually quite a bit. All due to quirks in the law. There was no ill will or dissent between the family, rather that was 'just the way the law worked'.
Or in the Jeep case perhaps the way the law does not work....

Strange things happen all the time concerning laws. I knew a man who had a group from church over to his home. An elderly lady tripped over the sunken floor in the living room. She broke an ankle or some bone. They filed for his homeowners liability insurance to pay for it and they wouldn't pay unless she sued him. The lawsuit cost more than the doctor's bill! And it caused discord in the church.
Another time when I was on a T tour, I reached into the trunk of my 26 Roadster to get a tool. It had been fitted with an aftermarket rumble seat conversion. When I reached in I bumped the brace which held the lid open and it fell down. I jerked my arm out but the very tip of one finger was cut very deeply. The end was just hanging by skin. Another friend drove me to an ER where they stitched it back on. It has healed fine except for a slight numbness in the area. I reported it to my medical insurance who would not pay because it happened on my car. The Hospital bill was $1,000. They wanted me to report it on my J.C. Taylor T insurance. So I did. The T insurance paid $900 and after that my medical insurance paid the other $100.
