Help identifing a machine tool.

I was able to get this tool from a school who was getting rid of things. I know it is some kind of belt driven grinder, but I am not sure its exact purpose or what tool to use it on. Any help would be greatly appreciated.

That is what I was thinking, but it isn't built quite right to mount on a lathe "as is". I have been looking around for a while, and am starting to think it is an ID grinder attachment for for on old Covel grinder. I might make a fixture to adapt it to my lathe.

If the rib goes pretty much the full length, looks like it could have been mounted on something like an Atlas late tailstock base and replace the tail stock casting. Not sure about Atlas 9", but the 10 and 12, the base and tailstock casting are two pieces so side to side center can be adjusted.
