Buy the windshield mount I say yes. Would have had lights in the holes.

Maybe not Stude - '23 & '24 models had a cowl lamp in the windshield frame, but none of the tourings I looked at '17 to '24 had that belt-line rebate. ?!? I dunno.

Apparently the light six in '23 and '24 had that body molding. The larger cars had similar cowl lights but more of a straighter corner at the top of the body. Here is a photo from a "topclassic" ad. The dash and steering bracket look identical to me:
