What is this little metal circular threaded thing with a star shaped top embedded at the base of a wooden utility pole for?

It might be a core plug. When a pole is getting older the utility company will drill a small hole to check for rot at the center of the pole to decide whether the pole needs to be replaced. Then they put a plug in the hole to keep water and bugs out.

They have gotten so bad about doing that around here i hope they are putting some glue around the plug or the poles are going to fall down from all the drilled holes.

Insect (ant) repellent. How that screw delivers it is unknown to me.
Called our local guys about an ant hill next to our pole as the pole was starting to move.
They nudged it back some, re-tamped the dirt and put the screw in the pole. Boom done.
Since I lost my mind mind, I feel more liberated
