How do you remove brass steering case brass rivets?

How do you remove steering case brass rivets?

I drilled out the quadrant rivets but when I tried to bang out the brass case rivets they did not budge. And I am afraid of ruining it.

I want to replace the steel levers with brass levers.

I believe that the case pieces & rivets are all soldered together.
