It is a razor but I am not sure I would be brave enough to use it

Not really a razor but a razor sharpener. It flips the blade back and forth on each stroke to sharpen both edges.

A razor? Or an automatic razor strop? I have a few mechanical razor strops from the model T era. They were quite popular back in the day. They came in both double edge and single edge stropers. Some stropers would automatically lip the blades to do all four edges of a double edge blade (those are rare, I don't think I have one), they couldn't do single edge blades. Some would flip the angle to do one side each of a double edge blade. They also were not good for a single edge blade. Others would flip in a way that would do both sides of a single edge, and could do either single edge blade, or both sides of one edge of a double edge blade.
Clearly, inventors of the era had a lot of fun with these things!

It's a Rolls self sharpening razor. Made by Rolls Royce I believe. I have a nos one still in the box, including a spare blade. Closed up, it looks like a sardine can. Remove one side of the can and you can hone the blade just by racking the handle back and forth pushing the blade along the hone. In the other side you can strop the blade with the same motion but now the blade is dragged backward over the leather. Mighty neat little article. I wouldn't dare try to shave with one of 'em.

After you have the blade sharp it twist 90 degrees and is removed from the sharpening handle and there is a shaving handle that attaches to the blade, I am missing that handle but I still think it is cool, I wonder what you carried the Styptic pencils in?

I wouldn't dare shave with it either, mostly because it's designed for use on legs.

Rolls razors are a very common item.
I see them in antique shops and at estate sales on a regular basis.
eBay is overflowing with them.
