Found in a box of wheel lugs. What's it for? Has some numbers (lower photo on left side) 218725

Spare tire carrier rim clamp??? Mine is missing, so I don't know if that's exactly what it looks like. On the spare carrier, the rim sets down on the top too clamps, and the one at the bottom is clamped down by a rim nut & clamp, keeping the spare in place.

If it is a spare tire clamp (lug) would it be for a particular rim?

The extra ear with the hole in it could have been intended for use with tire chains. The ears would be attachment points for the chains. Just my theory anyway... but I have seen set-ups like that.
