I suspect a nut sitting down in a recess where you have trouble getting a wrench on it may not be correct.

Steve, my recollection is the nuts do go on top as you show. I could be wrong. If the depth of the machining around the hole is a concern, put a spring washer under the nut. You have plenty of length to still be able to insert a split pin.

The nut in the picture above is for the radiator. If you put the bolt in upside down, how are you going to fit the hood board?

I have always done it that way with the nut topside. I don't know why. If it wasn't right someone would have called you on it back here:

Although mine is Canadian, the nut is on the inside of the frame rail and the hood board partly covers the bolt head.

Were there castle nuts that were a little taller? It would need to be a nut that’s tall enough yet be a good tight fit and be able put in a cotter key. The nut that’s on in the pic would need a washer under it to have a good fit and have the cotter pin hole inline with he nut groove and not be to low. But that’s to much perfection to be expected I guess.

This very original '15 body was at Chickasha a few years ago...

Sure seems that the nut is under the frame, as there would be interference with the hood former if the castle nut was above.

Note how Steve's original bracket is spot faced at the bolt hole so that the bolt head sits flat. The current reproduction brackets that I have seen don't have the spot facing. :)
