Is this a locking steering wheel?

I ran across this photo taken in 1920. Besides being a great period photo, I noticed that this car has an unusual steering wheel. It looks like it might have a lock and key in the front. Does anyone know for sure?

Yep, that is what it is, a Decker brand.
