Rear spring pack bracket reach?

Hi, These are the original rear spring pack brackets and parts but the lower retainer which is original does not seem to reach slightly. See red circle. I tried a c-clamp to compress it a bit so that I can get it on but it isn't going all the way. The other side is fine. Any suggestions on how to compress it a bit to get it back on?

Take the clamp back out and try it again. You may have to much paint on the frame and the clamp itself. If it was on before it will go on again.
Also when the clamp is out tap it together just a bit. Sometimes this helps.It’s happened with me before.
If you can get both sides barely and it’s tight use a clamp to push it on. Hope this can help.

It looks high on the side toward the picture. Try turning the clamp around 180 degrees and see if it will straighten out. Another problem is that the holes in the frame are pre drilled at that space so pushing on it won't get it to move farther. Try reversing the bottom bracket to the opposite side and see if it will fit. Lastly if the other steps fail, file hole in the bottom bracket just enough to allow it to slip on.

So I worked it down a bit at a time through the bottom bracket and it worked. The issue is that when it finally seats it spreads out some so you have to put the bottom bracket on right when the bolt clears the crossmember hole and gradually work it down.
