Top Bow Tie Down?

How does this strap thread through the saddle and pad?
This is on a '16 Touring. This is what the vendors sell for this application.
What is the purpose of the 2-piece tab?

I think this shows it clearly.
I'm not sure why it is two pieces.

The strap is for for the earlier saddles that didn't take a pad. (1909-1913ish) The tabs get riveted to the saddle
The pad is for the later style saddles(1913ish to end of production). it take a one piece strap without the tabs like in Richs photo

Might be a good time to mention what to do with the strap when the top is up. Some old time Model T owners showed me how to wrap it so it doesn't flop in the wind. I added a hair scrunchy to help hold it in place. You stuff the end of the strap thru the opposite end of the buckle and wrap it tightly.
