That's a great photo. The pumps are cute.
I think that is a 1923 Touring with a low hood and cowl.

Nice picture thanks for sharing.
By the time they untied the pumps, untangled the hoses, and got everything set up the building would have burned to the ground!

I suppose Washington State could have used a TT instead so that things did not have to get tied down or tangled but figured that this method was quicker.
