27 Coupe Wiper Arm

Hello: I was wondering if someone could tell be if the nickel knob the you grab a hold of to move the wiper back and forth on a 27 coupe if the knob it self is suppose to move or if it suppose to be fixed.

All the Ford wipers I have, the knobs are fixed.
