So, the pawl is rounded and doesn't engage the teeth on the quadrant on my 23 TT. It looks like the quadrant has been replaced but not the rest of it. It looks like there is a pin that holds the lever on the shaft and then once that is off I can work on replacing the pawl and it's pin. Should the pin on the lever just drive out or am I going to need to grind and/or use some heat?

The pin goes through the brake handle and then is riveted over. You will need to grind it or make it smaller with vise grips or a chisel before pushing it back through. This discussion may help.

I never thought about removing the whole assembly and working on it that way. Seems like it might be waaaaay easier to remove a couple of bolts. Thanks for the tip.

Remove the assembly and put it on an anvil or vise or other sturdy surface to hammer the pin out. It is very difficult to get the pin out without a hard surface to keep the hammer impact energy from dissipating where it should not be.

Bench work job to replace worn pawl with new and new bearing rivet.
