Generator Brush Plate

I have a NOS brush plate that looks like a Model T brush plate but it only has 3 holes for the neutral setting. What's it for?

Could it be off a Fordson tractor? Or a Ford Marine Engine?

Could it be off a Fordson tractor? Or a Ford Marine Engine? Or is this another example of an F.A. Liberty generator. the first ones used on early generator cars?
