How to mount this running board luggage rack

I can't figure out what the ends of my luggage rack are supposed to attach to?

they attach to two standards that look similar to the two in the middle, but are missing

1 Make them.
2 Save yourself the trouble and buy a complete rack. This is one of the most common things sold at swap meets. Several companies made them and there are many variations. I would not pay over $15.

You could weld a loop on the ends of the two short pieces, and run a strap from each end around the back of luggage you want to carry. The ends will be adjusted to the load and the strap will keep the luggage against the rack rather than the car.

There is a wide variety of styles in this accessory. Actually the unit pictured attaches to the fenders on both ends. I have one like it. Used it on a camping trip recently to Death Valley. It allows full use of the running board plus some of the front fender to pile your junk. Mine has a set screw on each end to keep the ends locked on the fenders.
