Help identifying tool.

I found this tool/fixture/jig? In the back of a 27 Tudor I recently rescued from a Michigan barn. Anybody know what it might be for? Looks like it may get clamped in a vice so you can…….???

Bend your control rods for the carburetor and timer.

Is it a tool or a part? That looks like IHC red paint....
