Should the teeth cut when pushing, when pulling, or does it matter?

I would think when pushing, most hand saws do.

Ironic............I just junked a perfectly good Keller because I couldn't even GIVE it away......
Rotate the motor pulley by hand while carefully watching the blade. It should RAISE perceptibly on the return stroke, not cutting stroke, which saves the teeth.
Or, if you seem to be going through blades way too fast, turn them around.

Les is correct...cut on the pull, and George is correct in that there should be a cam which lifts the blade up a little for the return (outward) stroke

It should turn ccw as you are looking at the blade side of the saw, and cut on the pulling stroke. Those are good saws. When the blade wears out, you can make several nice knife blades from it.

The old blades also make great gasket scrapers.

A little drift...
One of the best gasket scrapers I had was a kitchen knife ground square. Got in narrow places great.
I don't think the ex even missed it

My old Marvel #2 saw lifts the blade on the forward stroke.

My transmission drum balancing rig has two such blades with the back of the blade ground almost to a knife edge, on which the axle in the mandrels runs.

My Marvel 9A cuts on the pull, teeth on the blade face towards the back of the saw. The manual states this is correct for that saw.

The Keller is less sophisticated than the Marvel. The blade rests on the work in both directions.

The cutting load should be applied to the stationary jaw.

Where are you guys finding blades? I found some good quality fine blades but no course blades. I forget the TPI.

The blades I'm using are 10 TPI Vanguard, made in England.
