It probably is, if you can find an experienced repairman. The appearance of the leaks suggests that internal corrosion may be present, but that is not certain absent cleaning and inspection.

It probably can be repaired BUT the question is will it cool after spending time and labor getting it to stop leaking : for a while.
This is the kind of radiator you might find at swap meets for the asking price the of $75-200.00. In my mind it would be a toss up if it lasts and cools.

I'd consider a new radiator for a restored car. That radiator is quite possibly orignal equipmmet, and it might still give good service on an "experienced" car running water and BarsLeak. The lack of evidence of external damage is very unusual, but it might point toward general internal corrosion as a cause of the leaks. Cleaning the radiator may well reveal more pinhole leaks. But it may not. The problem with running any old radiator on a restored car is the ever-present possibility of leaks, which would necessitate disassembley and a risk of damage to newly painted surfaces. A high quality new radiator minimizes the chance of problems.

The leak at the outlet joint may be due to vibration or forces from removing an old, stuck hose. The leak in the core proper is likely to be from a micro-crack or a pinhole in the tube from internal corrosion. Be aware that any water spilled onto a radiator core may remain between the fins for quite a long time. Be certain that there is an actual leak. It's impossible to assess your radiator fully by looking at photos. That said, it is in remarkable shape for its age and I would not be in a hurry to junk it. If it is original, it's one of a very few that still exist in anywhere near that condition.
