JB weld in some patches. I went through a long litany same time as the "other Tim" and mine got tossed out. This is the short version!

You could cut the holes a bit bigger to allow use of an additional brake. Just be sure you wear thick heels.

How do I fix this, really depends on what tools you have, and your skill level. The BEST way is to replace the panel. Next best would be to hammer & dolly the area flat. Then trim the openings for repair patches to be butt welded into place. Then metal finish. Third & worst, glue or pop rivet a patch over the area. Darryl

I would get a good flat piece of sheet metal and pop rivet it over the two holes. Paint it black first and after its pop riveted in touch up the pop rivets with a dab of black paint. That’s the easiest way to do it.
The best way is to replace with a new panel. If your car is a good looking driver and not intended to be a show car patch up the panel in some way that looks decent.

Why were they made ? Muffler cut-out pedal is one possibility. Scars from a long and useful life.
