Next step to get my rear axle bearing out?

1. I have two hooks that I tried to pull it out with
2. I had someone step on the starter as I tried to pull it out.
3. What next?
This bearing was out last year. It is a Hyatt bearing. It does not look like it made a groove in the sleeve but that is always possible.

I had a similar issue on one side of my 1912 Flanders earlier this year. I finally got it to start coming out by applying steady pulling pressure with two hooks while slowly rotating the axle by hand. Progress was extremely slow, but the bearing eventually came out just far enough for me to slip a couple of screwdrivers between the bearing end plate and the axle housing. Then I was able to slowly pry the bearing further and further out until I was able to pull it out the rest of the way by hand.
By the way, by "two hooks" I mean a U-shaped loop of wire with a hook bent into each end. That allowed me to pull much harder than pulling on two separate hooks and left the other hand free to rotate the axle shaft.
Keep at it, you'll eventually get it! If you get frustrated, walk away from it for a bit and try again later.
