I can make the missing part but what does the pin look like that goes thru both parts of the latch?

That's a Canadian rim - I recall the pin looking like a door hinge pin with a head on one end.

I agree with Steve.
Just confirm that when the main wheel part is attached that the latch or Pin doesn’t hit the end of the wooden spoke or it’s Ferrell. Alan In Western Australia

The missing piece is identical to the piece showing.

There is a special tool to go in those holes to collapse or expand the rim when changing the tire.

This photo shows the whole latch assembly.

I believe the notation with Jim's last picture answers my question......Are these Kelsey rims?
Were kelsey rims the only ones to use this latching mechanism?
Someone told me the Kelsey rims do not fit the Hayes wheels properly.
I had posted a request for kelsey rims in the wanted ads previously with no response.

Harry, I believe they are Kelsey rims. All of our Canadian sourced cars have Kelsey rims. Re interchangeabilty with Hayes wheels rims, I once bought a pair of 21" Hayes wire wheels, onto one of which was bolted a Ford rim. The outside land on that rim had jumped over the edge of the Hayes felloe, meaning the only way i could get that rim/tyre off was to cut it

As Allan mentioned all Canadian built cars of this period used Kelsey Canada wheels/rims. I became painfully aware of this the first time I tried to rebuild a wheel on my 27 Canadian Touring, using reproduction spokes available from the normal T suppliers. After several failed attempts to press the wheel together using the new spokes, I realized that the new spokes were too long and had a different profile at the hub. I ended up getting my wheels rebuilt by Bill Callimer who did an excellent job making and installing the proper spokes. Your problem with the locking mechanism is not unusual and, as other have mentioned, is easily repaired by replicating the hinge type piece on the rim and a hinge pin or piece of steel rod in the appropriate size. I have done a few of my wheels this way and never had a problem. These Canadian cars always hold a few hidden surprises!

I guess it goes without saying but I will anyway, Kelsey rims must go on Kelsey wheels. Kelsey rims will not go on Hayes or some other wheels.

Without the holes in the sides of the rim, you have something unusual. There were lots of rims without the holes, but I am unaware of any of these having that 'hinge type' joiner. Be aware that if you replace both sides of the 'hinge' joiner, the pin holding them together must be oriented so that it is entirely on one side of the joint. From your photo this is clearly shown in the piece that is still there. If you orient the pieces with the pin over the joint, you will not be able to fit/demount the tyres.

Thank you, Allen, I will get a better picture of the hinge when I get back from the Petit Jean Swap Meet. Its badly deformed.
