Spare Carrier Clip Identification - Help please

Can anyone ID these please: Thought to be clips for attaching an extra spare to the spare carried on the car (making it a 'dual spare'):

Your confirmation and identification of any 'missing' bits is appreciated.

Thanks Ed, as it is meant for 'balloon tyres' I am thinking it wouldn't work well for clinchers unless I added a shaped block or rubber bit on the claws.
