How to fit the anti Rattle (LOL) cardboard behind the front seat?

So I have this thin piece of cardboard that is supposed to be for the front setback. Does it slip in behind the metal bar that is in the center of the seat back? Or does it go in front of it? I know it's a cut to fit but I wanted to be sure before I cut it. Do the notches go to the bottom?
