2-cyl T engine with clever governor

My friend Rick found this engine. As you can see, it has been cut down to two cylinders. The homemade governor is very inventive using two-piece valves for the centrifugal weights and actuator.
It appears to be a pre starter engine and the brass hub fan would be '12 to '16 although the wide nosed pan would be ''17 or so.
It would be fun to know how well it ran.
I though some might enjoy seeing it.

Thanks for showing this Rich. It must have taken a bit of 'fiddling' to get the weights just right

For more speed, add rubber bands cut from an old inner tube.

I don't see this as a governor…..looks like it may have started in that direction but nothing drives the body to rotate it?

It may have had a wooden pulley attached to center valve face.
