Pedal to the floor , unfortunately .

While you have it apart, you most likely have worn out cam and notch. Those are inside the hogs head and when in good condition will move the pedal in when you push the pedal past half way down and tighten the band. if they are worn out, you would need to tighten so tight that there would be drag on the band or if not tight enough to drag the band then you would need to push beyond the floorboard to tighten the band. So if it were mine I would remove the hogs head and remove the pin which holds the notch and replace both the cam and the notch. It might also be good to replace the shaft while you have it apart. And check the band lining. That band is so tight it might very well be worn out. Also when the band drags on the drum you can very likely get a cracked drum, so if the drum is blue colored and cracked, the drum must be replaced or you can lock up the entire car and would not even be able to push the car. That happened to one of mine and I had to jack up one rear wheel with a rolling floor jack and winch the car onto a trailer just to get it out of the middle of the road.
Anyway, be sure to check all these things while you are working on it. See picture.

Judging by the color this band has been slipping a lot. It may be the notch but you have to give some thought to driving habits.
