Is this a 1921 or older Model T?

I think not, but I'm captioning this photo for our local club newsletter and would like to be sure. The photo is dated August 1921 and the setting is the Pembina River at Evansburg, Alberta. The ferry was replaced by a single-lane road bridge in 1923.
The rail bridge in the background has an interesting history... it was built in 1909-10 in Scotland, disassembled and shipped to Canada and across the prairies to end-of-steel at Evansburg, then erected by means of a temporary wooden trestle bridge. Railway line construction continued from there, eventually reaching the ports of Prince Rupert and Vancouver in British Columbia. This single-track Evansburg rail bridge (at 214' the second tallest in Alberta) is still in use on the Canadian National main line and carries an average 20 trains daily.
