Manley spring shackle tool

I came across this today. I was wondering if anyone would know how this was used and if it was a tool for a Model T service job.

Once the page opens and after you click on a respective publication link, do the following to save the page as a jpeg image on your computer:
- Right click on the page and then click "open image in new tab"
-When the new tab opens, right click on the image to save it as a jpeg on your computer
