Fender iron top. Level?

Fenders look like they sag to outside. Im sure irons are bent. Where do I stop. Do I pull up cold or do I need heat.

There's a tool for that buddy. Just a bar with a fork on it, might be the same one for the headlight adjustment. Someone probably has a number.
No heat, it should bend fairly easy.

Dallas, the top part should be level to take the fender bracket. i don't know of a particular measurement above the tyre, so I just set them at the same height each side. They will bend cold, but being forged, they can be heated also. I would only use heat if you need to confine the bend to a tight area.
I have two 'bending' tools. My 30" adjustable wrench has a hole in the end of the handle which slides over the fender brackets. then I can just lever up/down wherever needed. However, the hole will leave a bruise or two, which may nor be desirable.
Alternatively, A 24" adjustable wrench can be fitted over the bracket at any height, wherever the bend needs to be. The 30" wrench is then used over the jaws of the first to lever the bracket in the desired direction. This allows full control of the bend, and can be done without any interference from the wheels/tyres.

Diagram is for the car chassis, but fender dimensions may assist you for your TT, think the measures would be approx. the same.
