I was puzzled by the license plate as the state seems to be behind the lower radiator trim. That numbering system and letter style appears to be a 1926 New York. That would make it an older car for this photo. Is he adjusting the carburetor or checking dinner on the manifold? Also he is standing in a puddle. It must have been a great trip and the hat is very fine.

Side curtains on, no coat. Probably a rain puddle.

The sad part about this picture is that in a few years it will appear in a history book and the students will be told that it is a picture of George Washington on his way to Valley Forge to visit the troops!
