What is the difference between 15-16 headlight mounting posts and 17-23 posts. Iam trying to identify some I have or are they all the same and interchangeable?

Easiest visual clue is the location of the focus screw. The 1915/16 maybe part of 17(?) it was located at 12 0-clock over the bulb holder. After that it was at the 9 o-clock. 1915 up to the indroduction of the fluted lens, the rim would have the narrow tabs to hold the round glass.

'15 - '17 posts have straight, parallel sides that fit into the one sided fender iron mount, if that makes sense - later stems were "beveled" for the re- designed iron mount as Frank shows above.

Early style bucket stem on right, has straight sides to fit the early fender post mount, '15-'17.

Later on right, with wedge type stem.

Adjustment screw at 12 o'clock position on the bucket is correct through at least the 1917 model year.
