4 inches of play in the steering wheel.

I have determined the problem is in the gear case under the steering wheel. If I take the cover off and move the steering wheel, I can see all 3 pins for the gears moving from side to side. What is the best way to fix this? I have never worked in this area before. The car is a 1916 coupelet with a correct 1916 column.
I have already removed the steering shaft from the car.

The pins should have a press fit into the lower steering shaft. The new pins are over sized compared to stock. The pin & the shaft are likely both excessively worn. The easy fix is to acquire a better steering shaft & press in new pins. If you get lucky, The gears will fit better/acceptably on the new pins. This can be done without removing the column.

While tou are at it, check that the trow rivets which gold the gearcase in the steering column are not loose/worn. It is not uncommon to find the gearcase loose in the top of the column.
