This is the most common factory carrier. Missing the carriage bolt stud & the locking plate.

I happen to have the same carrier. One of the lugs on my Hayes rim goes at the bottom and the carriage bolt takes a lug nut to hold the rim in place. For a rim without lugs, I gather you'll need a spare lug and nut to go on the bolt.

The way you have the spare mounted is not correct. The rim lug doesn't attach to the lower bracket. You are missing the clamp #2849D.
The rim should be rotated 45 degrees. The clamp is held by a lug nut. The upper part of the clamp has a hole & slot for a padlock.
You don't need to take my word for it. Look @ factory photos.

The parts you need are on this page from Lang’s. The bolt, clamp and nut. https://www.modeltford.com/pl.aspx?t=s& ... amp&page=1

This should give you an idea of what parts you need for your spare tire bracket.
