Supply top end oiling. Some add marvel mystery oil to their gas. This would be a metered solution.

It might also be for some kind of early inboard 2 cycle marine engine.

It looks like some fabricated steam punk piece to me.
Black pipe hook up lines and no means to adjust the fuel flow. It also looks like it has a small oil can bottom bolted to the top next to the drip oiler. Where is the choke linkage and throttle link?

Looks like the "oil can" thing is to protect from sucking in trash. The top has an adjusting nut for air intake?. Constant speed boat/canoe motor?
