This was in the bottom of a "random-box-of-awesomeness" from the recent Cipriano Estate auction, and I am looking for some help to ID them. There are 2 pieces/brackets exactly the same, cast brass, with the 2 steel studs and castellated nuts. Any help or ideas are always appreciated.

Looks too stout for a license plate bracket,
and too fragile as an engine lift leveler.
