1923 Canadian Center Door Spare Tire Carrier

I posted earlier how to mount it. Everyone chimed in and I posted pictures of it attached. Then there was questions about the tail light mounts left and right side. Then questions how the rim attached . Found this bracket in a box of stuff and I knew what it was. Is this normal for a Canadian bracket?
