Best I can tell it's a dashboard from a 26/27 TT.

It had holes added for a rectangular ignition switch but was configured for an oval ignition switch. Not a car, maybe a TT.

Not Ford made. Many aftermarket dash panels were made. But I am not sure if it is for a Ford.

Yes, oval ignition switch with two mounting holes.
