Bushing Reamer “What is it for?”

This was in a bunch of model T parts . Not sure of its use.
Anyone know? The reamer is 13/32 . The bolt holes are 5 inches center to center.

The 2 holes are in there for a reason. Maybe mounted in a lathe to ream? Is the reamer a taper fit? If it is maybe it also could be used to put a drill bit in it. Just guessing but the way the bracket is made it looks like a steady rest of some sort.

The reamer is straight shaft and has a square on the end for a wrench or square drive of some sort.

Not T, but...
The 'handle' has a specific form, is machined with a flange on the one side and has two holes for indexing on two pins so the reamer is in the exact position to ream the hole it is made for, but what is a mistery to me too :?
