Hutchins aftermarket type horn. I have had mine for over 50 years.

Is this a 6 volt or 12 volt horn?

It isn't a original Model A horn, it is the brand I posted above. Never tried mine on positive ground, but don't think it would work.

Real A model horns sell for much more than that in Australia. The chrome trumpet is a give-away that this one is a reproduction. Paint the trumpet and have an ahooga horn for a keen price.
