Appears to be incomplete... Where is the meter needle?

The red blob is a damaged pointer.
Looks like it needs a fair amount of work to restore.
I'd give $30 for it if I lived closer.

Right. And, it's not parked at "0". That may however be within the range of the zero adjustment to correct. Or, maybe not...
