Just curious, I have been trying to send personal messages and emails using the functions on this site. Nothing seems to go through. I have two messages in my outbox but don't see a way to move them along. I thought once you hit submit on an email or PM, away it would go. What am I doing wrong?

On another forum I’m on that uses this PHP software, private messages stay in your outbox until the recipient reads it.

That is how it works here too.
There are lots of members that don't read or check the forums every day, so yes, the messages could stay in the box for a while. While they shouldn't, e-mails could be going to the receiver's spam box.
If you are replying to an ad, you might also post a message that you have sent an e-mail or PM.
Who are you trying to contact?
You could also post on the general forum that you are trying to contact X. Put that you are trying to contact X in the subject line, not just their name.

I am having the same problem with email and pm’s.

Distagon2 is not a registered member so there would be no way to send anything to them through this site.
