I'm not sure. but I don't think they're camping. It looks more to me like a "Hoverville" of the depression.

This may or may not apply ? There are an awful lot of them in one place, still on trucks and on rails.

FWIW, railroads did convert boxcars into handy living quarters to accommodate section gangs and often their families as well while “on the road” working projects in remote places. I recall seeing some still in use in the 1970’s. Like these, they had nice double-hung windows and chimney pipes secured to withstand the vibrations and motion of traveling at distance on the rails.

To be sure, there were a lot of boxcars (and cabooses) repurposed as dwellings before, during and after the Great Depression, but I’m pretty sure most would have been removed from the rolling frame and wheels. It would be interesting to know more about this picture! Thanks for posting it !
