Looks similar to a 1950s era German Borgward Goliath car engine?

Not much like the '58 Goliath I worked on back in the 60's. It was a horizontally opposed water cooled 4 cylinder. Had a 4 speed on the column and front wheel drive. It was really a pretty neat little car. About the size of a VW bug for interior space but a more stylish little car (as late 50s small cars go).

What you may have is the turret engine for a Panzer 4 German tank.
They used a separate engine to drive a generator for independent power for moving the turret. It mounted to the L/H side of the engine compartment, and the generator supplied the electric drive turret motor, so the turret could be moved even if the tank was shut down, or broke down in battle. Don't have a pic, so can't post one. The engine is listed as a DKW PW600.
I have also met several people who brought back the little Reidel starter engines off of Me 262 jet fighters, planning on building a motor scooter with them.

It's definitely French, after WW2, the Bosch pump is imported from Germany (i.e.ïmportee d'Állemagne") probably for one of the scores of light commercial vehicles made after the war in the 50s, most "voiturettes" for personal transport were built with gasoline engines, but some light commercial vehicles were furnished with Diesel engines.
It might even be from a generator of some sort, hard to tell.
