They had some major downtime a few weeks ago? Some sort of glitch in a system upgrade. But it has been fine at my place for a couple weeks now.

You need to explain what you mean by "locked". Browsers prefer a website to be "locked" meaning it is secured. The "s" suffix on the end of https:// is an indication that the web site is secure with the LOCK ICON. If you felt "locked out" , that is not being able to access the FORUM then further information is needed. Where you using a smart phone or computer?
Sometimes an Internet Provider may be over protective , do you have a VPN. A VPN is an external Firewall in addition to your own that provides a higher level of security to sites

Locked as in it wouldn’t up date from a few days ago. Hit the page refresher and nothing changed. From I believe Thursday. Never happened before.

Happened again but at least I know what it is. The page won’t refresh keeps staying with the same dates and questions on it. The way around is to go to the main page and back to the Forum. Very odd.

It sounds like a memory problem or cache problem and if it is, simply hitting "F5" or "CTRL-F5" will load the latest version of the page.

Trying to understand
What "page" are you referring to. By that I mean like the list of discussion on the GENERAL DISCUSSION PAGE
Why are you expecting a change to that page when you do a refresh?

There is confusion in how the respondent interpreted "refresh" vs "update". An "update" discussion are related to app updates nit screen refresh. but suggest you look at some to see if any makes sense.
In one response talked about the screen not refreshing during an update. Also, is this the only web page with the problem?
